Hi,
I've assembled a printer, worked out all the kinks, gotten all my movements working correctly and in the right incriments, and yet I can't seem to get my z-axis to move correctly. First of all, it moves VERY slowly, and you can feel every single step as it vibrates the whole apparatus. Second of all, it goes up for too long, switches directions, comes down for too long, and repeats without ever stopping for a cure time. Any advice? I'm using the Marlin firmware that I'm pretty sure I have tuned correctly...

Make sure your settings in the z-axis firmware are correct - your steps per unit can be calculated with this calculator .
It also sounds like you need a longer delay time during the build sequence. In the slice profile, you can click the 'auto calc' button to get a good time. Remember to click 'apply' to save your settings.
