Hard to say exactly how thick the layer is, but if I smear some resin on an index card and wave it over a projector illuminating a white image, I do find that the surface is still somewhat slimy and uncured, which is different than if I use a blue laser pointer, which generally makes a hard surface....

Presumably any belt driven Z-axis design for an FDM printer should be adaptable as a Z-axis for an SLA printer, but I typically see belts used for X and Y axis motion (which an SLA printer doesn't have).

I believe that either IPA or additional resin dissolves the cloudiness. Since IPA can be damaging to vats, it may be safer just leave it cloudy. After filling the vat with resin and looking at the underside, the cloudiness seems to disappear.
