Also I think some of the resolution issues come from the fact their printer has an XY resolution of 220 microns

The UV output from the projector is usually uneven which can cause problems while printing. The mask dims the brighter areas to equalize the UV out put across the image

I molded dry carbon cloth in to the vat with epoxy so the entire surface is epoxy. That said all epoxies are different

I made my vat out of carbon fiber/epoxy and it seems to be holding up fine

You know what they say, "Don't fix it, feature it!"
Just kidding. The "exactness" of the lines makes me think it's a problem in the export of the file to a STL as STLs are a collection of triangles.

Did you remember to hit the "apply changes" button? I know I've forgotten this on occasion...
It can also be hard to tell if it's working sometimes so I made a mask file with a black stripe in it so I could easily tell if it was applying the mask.

Sounds like you don't have a "first surface" mirror. That's where the reflecting surface is on the outside not under the glass.
