The two Galvo motors have X/Y mirrors and scan at a rate from 12KPPS to greater than 30KPPS today (the low end would prob work just fine for 3D printing). The Closed-loop feedback scanners available form China range between $100 and $400 these days (If you're the type to look for old workhorse standards rather than cheap China stuff you can get General Scanning G120s or the Cambridge scanners for a fair price today).

All this being said, what I think may be more promising are the DLP chips that are being produced by folks like Texas Instruments. I think that their stuff is going to be pricey but it you're thinking about making the next generation HP or Epson 3D printer this might be the way to go:

You'd also need extremely fast switching on the laser to get reasonable horizontal resolution.
